Dell may not have supplied you with OEM Reinstall Disks, but some manufacturers do. Otherwise, hit F10 when booting, and the Recovery Options should appear. If not, you will have to reformat and rerinstall Windows. This would be easier with a full set of OEM Reinstall Disks. Try contacting Dell Tech Support to get the disks.
For those who are not yet infected, this is a good opportunity to advise you to burn from the Hidden Recovery Partition, a set of Recovery Disks, and to back up your drivers to an external hard drive or a flash drive. Free products like DriverMax can help with backing up the drivers. Most computers offer a one-time only burn option for recovery disks. You can do this yourself.
You can remove just the antivirus 360 program and save yourself from starting all over. May save you some time. You can read the removal guide at http://www.spyware-techie.com/antivirus-360-removal-guide/. It shows you how to get rid of antivirus 360 and all of the associated files and your dell should be back to normal. It is free and really works.
